Monroe's research interests fall at the intersection of international relations and comparative politics. She is primarily interested in how domestic and international institutions affect political violence, including government repression and opposition dissent. The majority of her work to date focuses on how executives make decisions regarding human rights in the face of institutional constraints.
Monroe's work has been published in the American Political Science Review, the American Journal of Political Science, the Journal of Politics, International Studies Quarterly, the Journal of Conflict Resolution, and the Journal of Peace Research, among others.
